Thai state of emergency clears way for police to end airport occupation
Thailand’s Government declared a state of emergency tonight, clearing the way for police to storm Bangkok’s international airport and forcibly remove thousands protesters occupying one of Asia’s biggest transport hubs.
Hundreds of the fiercely royalist and largely middle-class People’s Alliance for Democracy (PAD) militants have barricaded themselves at the airport since Tuesday, filling the approach roads with parked cars and blocking access with coiled razor wire and queues of tethered trolleys.
Ejecting the protesters, who are demanding the resignation of the Prime Minister, will be difficult. But the Government is determined to reopen Suvarnabhumi airport so that it can evacuate thousands of tourists – including as many as 2,000 Britons – who have been stranded in Bangkok since the terminal was occupied. Thailand’s Health Minister, Chalerm Yoombamrun, said the Government was holding talks with the protesters to find a peaceful solution but if, they failed, 30 emergency medical teams were on standby to deal with the aftermath of the police crackdown. “I want the negotiations to be successful, because I don’t want to see bloodshed,” he said. However the PAD leaders have repeatedly sworn to maintain their strategic hold on the airport until the Government resigns. “We will not leave, we will use human shields against the police if they try to disperse us,” PAD leader Suriwasai Katasila told Reuters. Although the airport occupation has already cost the country as much as ?1.8 billion and severely damaged its image abroad, many Thais – both civilian and military - would condemn the use of violence to clear the terminal. Somchai Wongsawat, the Prime Minister addressed the nation tonight to formally announce the limited state of emergency which covers both Suvarnabhumi airport and the little-used Don Muang airport and smooths the way for a police takeover. “It’s wrong for protestors to take the entire Thai nation hostage,” Mr Somchai said. “The Government is not intending to hurt anybody, it’s just facilitating official works. The emergency will be temporary.”
Late in the evening, the streets of Bangkok were eerily quiet and the city was alive with rumours of a military takeover, despite repeated reassurances from army chief General Anupong Paojinda that he would not mount a coup. Many Thais believe the army will step in and topple the government if the police shed blood at Suvarnabhumi airport. After 18 attempted coups, eleven of them successful, since the end of absolute monarchy in 1932, Thais are no strangers to force majeure. The coup rumours were so widespread that the military was forced to issue a statement tonight to explain that armoured vehicles seen on the streets were returning from a parade. Following Mr Somchai’s refusal to take heed of General Anupong’s urgings to resign, Cabinet ministers today met in the northern city of Chiang Mai to agree on the measure to regain control of the airport. A quick rout of the protesters and Suvarnabhumi’s return to normal operations would eliminate the need to cancel or postpone the important ASEAN summit, scheduled for Chiang Mai next month after it was moved from Bangkok to avoid disruptions by the PAD. The occupation of Suvarnabhumi airport was a last ditch effort by the largely Bangkok-based PAD movement, which had seen its numbers dwindle after months of protest marches and rallies appeared to have little effect on the government.
