QUOTAS:
The
Department
of
Foreign
Trade
administers
the
textile
quota
allocation
to
Thai
exporters
by
granting
them
Textile
Export
Licenses
for
products
entering
the
American,
Canadian
or
European
markets.
The
available
quota
is
divided
into
two
parts:
the
basic
quota
and
the
residual
quota.
The
principal
quota
(usually
70
to
80
percent
of
the
export
quota
available)
is
distributed
free
annually
to
exporting
firms
on
the
basis
of
their
past
export
performance.
The
rest
20
percent,
is
allocated
on a
monthly
basis
and
can
be
sought
by
new
firms,
or
ones
already
holding
principal
quotas.
The
system
favors
large
exporting
firms
who
can
monopolize
the
rents
because
of
their
historical
performance,
and
forces
new
firms
to
concentrate
on
non-quota
markets
including
Japan,
and
ASEAN
countries.
If
wanting
to
import
clothing
to
EU,
USA
or
Canadian
markets
their
is a
quota
you
must
pay
in
Thailand
on
top
of
the
purchase
price
for
the
clothes
plus
shipping.
Textile
and
Clothing
Quotas The
Thai
government
imposes
quotas
on
companies
exporting
textiles
and
clothes
to
various
countries.

Garment
Manufacturers
Association to
find
out
more.
Thailand's
chief
exports
are
rice,
sugar,
corn,
coffee
and
other
agricultural
products.
Food
like
rice
and
sugar,
are
reserved
by
law
to
ensure
that
domestic
needs
are
met
first
before
exports
can
be
permitted.
Thus,
some
goods
require
an
export
license
according
to
the
Export
Standard
Act
(No.
2)
of
1979,
administered
by
the
Commodity
standards
Office
of
the
Ministry
of
commerce.
Together
with
some
other
laws,
this
Act
aims
to
control
the
quality
of
the
goods
exported
as
well
as
to
assure
financial
and
managerial
capabilities
of
exporting
companies.
FOOD
&
COSMETICS
TO
USA:
The
Anit-Bioterrism
Act
that
went
into
effect
this
year
is
administered
by
the
US
Food
and
Drug
Administration.
All
food
products
must
meet
FDA
labeling
and
content
requirements.
In
addition
the
manufacturer
and
importer
must
be
registered
with
the
FDA.
Prior
to
vessel/aircraft
arrival,
"prior
notice"
must
be
filed
with
FDA
advising
them
of
the
details
of
any
and
all
products
for
human
or
animal
consumption.
Tableware
is
also
FDA
regulated.
While
registration
and
prior
notice
are
not
required
on
these
items,
FDA
clearance
must
be
obtained.
Please
provide
specific
and
detailed
listing
of
items
you
want
to
import
and
I

duty
rates.
Please
be
sure
to
advise
material
makeup
and
components
of
all
items.
No
problem
importing
without
a
Certificate
of
Origin.
This
documents
is
used
to
substantiate
duty
free
treatment
under
the
General
System
of
Preferences.
Not
all
items
are
enterable
duty
free,
so
the
need
for
the
document
for
those
items
is
inconsequential.
If
buying
off
Thai
companies
make
sure
they
are
FDA
approved
before
you
export.
Do
not
export
any
food
if
not
as
the
whole
FCL
will
be
confiscated.
Exchange
Controls
Import
transactions
require
exchange
control
approval.
The
procedures
differ
according
to
the
method
of
payment.
Most
payments
for
imports
may
be
approved
by
authorized
banks
upon
submission
of
documents
such
as
invoices,
collection
bills
and
import
permits
(if
required).
A
Certificate
of
Payment
from
an
authorized
bank
or
the
Bank
of
Thailand,
as
the
case
may
be,
is
required
before
the
Customs
Department
will
clear
imported
goods.
This
Certificate
of
Payment
is
required
to
check
every
payment
for
imports,
which
result
in
goods
being
brought
in
to
the
country

including a teak
license or a
fine arts
certificate if
one requires

to the baht
value of the
