Uzbek man on FBI wanted list arrested & Wanted in US for money laundering, cyber crime
WASSAYOS NGAMKHAM source Bangkok Post 7th May 2008
An Uzbek man wanted by the US Federal Bureau of Investigation for alleged money laundering and child pornography offences in the United States has been arrested in Pattaya. Mikhail Georgevich Komov, 39, was apprehended on Saturday near a condominium in Chon Buri's Bang Lamung district. The FBI requested Thai assistance after learning he had fled to Thailand and was believed to be hiding under the protection of a Russian gang in Pattaya suspected of running a tour company as a front. Central Investigation Bureau deputy commander Pol Maj-Gen Panya Mamen announced the man's arrest at a press conference yesterday attended by representatives of the US embassy. Pol Maj-Gen Panya said the CIB had no evidence the suspect committed any sexual offences in Thailand. Mr Komov told police he had been making trips to Thailand from Uzbekistan for about three years and often stayed in Pattaya. He refused to speak about the charges laid by the FBI. The US embassy said Mr Komov faces charges of cyber crime in addition to money laundering. The FBI, which has been searching for him for three years, alleges Mr Komov posted pornographic photos of children on websites and acted as a broker for their sexual services. CIB criminal records show the suspect was arrested in Thailand last year by tourist police for allegedly using fake credit cards. He was nabbed on Aug 25 as he was withdrawing money from an ATM outside the Siam Commercial Bank in tambon Nong Prue in Bang Lamung district. The police also seized from him 18 credit cards and 16,800 baht cash. However when the case went to state prosecutors, they decided not to indict him, Pol Maj-Gen Panya said. CIB police plan to to hand over Mr Komov to the Office of the Attorney-General for extradition to the US under an agreement on transnational criminals. Police are also keeping a close watch on the Russian gang, which runs a tourist agency bringing Russian tourists to Thailand. However, police suspect the gang of involvement in some shady businesses. 'We'll continue to monitor them to see if they are doing anything illegal,'' Pol Maj-Gen Panya said.
Police arrest fake passport gang members
Police arrested 12 members of a gang producing fake passports in Bang Khor Laem district of Bangkok yesterday. A large number of fake passports of various countries were seized. Some of the passports were being processed when police raided the rented house on Soi Charoenkrung 107. The gang comprised Thais, Burmese, and Indonesians. The gang leader was identified as Somkhuan Muen-in, 38. During the search, police found more than 20,000 fake passports of many countries, including Burma, Brunei, Canada, France, Germany, Malaysia, Russia, Sweden and the United States. Of the fake passports, some 2,000 were ready to be used, said Immigration bureau chief Pol Lt-Gen Chatchawal Suksomjit. Other seized items included illegal visa stamps and other counterfeit travel documents. According to a police investigation, Mr Somkhuan, alias Cham, had produced bogus passports for over 10 years. He had also been involved in trafficking of alien nationals and in drug and weapons smuggling. He is reported to be on the wanted list in several countries. Police records say Mr Somkhuan ran an underground network which supplied arms to the Tamil Tiger rebels in Sri Lanka in 2003. He also allegedly conspired to rob a diamond trader in Thailand. Thai central bank chief concerned over rising inflation
BANGKOK:-- Bank of Thailand Governor Tarisa Watanagase on Friday voiced concerns regarding declining returns on savings and faster spending --rather than saving -- by consumers who in anticipation of higher inflation are buying now, stating that such action can push inflation to the double-digit level this year."Psychologically, if people think that the inflation rate will increase sharply, they will accelerate their spending. So, it is likely the inflation will surge to a double-digit level this year," she said.Regarding a proposed reduction of the policy interest rate to stimulate the economy, she said such an action is impossible because the interest cut would boost the spending and so fuel the inflation rise."Reducing interest will encourage spending, which leads to a higher inflation rate. So, we can see almost all countries instead opting to raise interest rates," she said."In the United States, the Federal Reserve had previously cut key interest rates in a bid to stimulate the ailing economy, which was almost in recession at that time. Now, it begins to see a need to consider the interest hike to rein in higher inflationary pressures."Mrs. Tarisa said the central bank is a sole agency responsible to oversee inflation. Accordingly, the bank must do its best to control inflation to boost consumer confidence. Otherwise, the inflation will surge incessantly. The Commerce Ministry stated earlier that the consumer price index in May surged 7.6 per cent from the same month last year and 2.1 per cent from the previous month due to people's spending on education at the opening of new semester and higher transport costs upon the oil price hike.-- TNA 2008-06-13
INTERNET-BASED PHONE SWINDLE China sends back 42 Thai suspects
LAMPHAI INTATHEP Source Bangkok Post 20th Sept 2008
More than three dozen Thais caught in a region-wide internet-based telephone swindle have been sent home from China to face charges. A total of 42 Thai suspects were sent back to face charges in Thailand for using internet-based telephone services to swindle people throughout Southeast Asia, including Thailand. The Central Investigation Bureau (CIB) said yesterday the raid on the China-based gang and the repatriation of the 42 suspects was a collaborative effort with police in China. CIB chief Pol Lt-Gen Somyos Phumphanmuang said the raid was carried out in March. The 42 Thai suspects _ 24 men and 18 women _ were among hundreds of foreign workers at a call centre company in Shantou in China. They would telephone people all over Asia using the voice over internet protocol (VoIP) system to deceive them into transferring money out of their accounts. Their victims in Thailand alone have lost about 100 million baht, police said. The worst case involved one person who was talked into transferring 600,000 baht. Police claimed the workers would telephone different Thai phone numbers and fabricate stories which were designed to convince people to transfer money to the gang's accounts. Pol Lt-Gen Somyos said the gang used many tricks such as claiming the victims owed money to banks, had won a lottery jackpot or received a tax refund from the Revenue Department. In all cases, the victims would be told to transfer their money to the gang first before receiving their benefits. The victims included Chinese, Taiwanese, Koreans and Malaysians. "'People need to be careful when receiving a phone call like this, and should remember that there is nothing free in this world,'' warned the CIB chief.A 19-year-old suspect said that early this year he received a phone call urging him to work in China. The man making the job offer did not say what the work involved, but said it would involve a good salary of about 20,000 baht a month and free accommodation. After arriving in China, his passport was seized by the Chinese business owner. A six-storey building had been set up as the call centre with tight security at the entrances and exits. The man, who would not reveal his name, said a common conversation went: ''I am calling from [X] Bank, and you owe them some money.''He said he would intimidate the victims, whose financial accounts were gathered by the gang, by saying legal action was being planned and they faced blacklisting by credit agencies. To avoid the consequences, the victims had to transfer money to pay some of the debt.

Pilot defends refusal to allow MPs aboard
Thai Airways International pilot Jakri Pongsiri yesterday defended his decision to refuse to allow People Power party (PPP) MPs aboard his aircraft. He claims he was concerned about their safety.THAI executive vice-president in charge of operations Norahuch Ployyai quoted Mr Jakri as telling the panel investigating the incident that he was compelled to reject the three MPs.Their lives could have been in danger and they could have caused trouble in the air if they had been allowed to board the aircraft, he said.Other passengers could become angry if they saw the MPs travelling with them.Mr Jakri said his decision had no connection with the PPP or the three individuals.Surin MP Farida Sulaiman, who was scheduled to fly to Khon Kaen from Don Mueang airport, was banned from flight TG 1040 on Wednesday. Her colleagues, Nung Bua Lam Phu MP Chaiya Proma and Nong Khai MP Chompu Jantatong, were forbidden entry to flight TG 1002 to Udon Thani.Mr Jakri piloted the two flights.Mr Norahuch said the issue was sensitive as the pilot's decision was based on his judgement which took safety factors into consideration. The investigation is scheduled to be concluded in a week but the airline promised not to allow similar incidents to happen again, he said.Meanwhile, the Land Transport Confederation of Thailand has threatened to sue the Port Authority of Thailand and its labour union if port workers suspend services as part of an anti-government protest.Confederation chairman Yoo Jianyuenyongpong said the confederation had spoken to truck operators and come up with measures to counter a plan by the PAT union to stop working. The confederation opposed the PAT union's strike on the grounds that it would worsen the country's economy. The confederation comprises import, export and logistic firms. It will file suit demanding compensation if the union stops work. It would also ask the Administrative Court to order PAT employees to provide services as usual, and mobilise trucks to block the PAT gates if there is a work stoppage. The union has 2,000 members. The PAT union yesterday met following the clash on Tuesday between People's Alliance for Democracy demonstrators and police.Union leader Somkiart Rodcharoen said no conclusion was reached and another round of talks would be held today .Piyanut Samrit, executive of Siam Logistics Alliance Co, said a strike by the PAT union would hurt the economy, especially the logistics sector.
